Australia's broadband strategy faces pressure to reassess its investment priorities, particularly in rural areas where one in five switched to Starlink in the past year, writes Paul Budde.
A RECENT GLOBAL analysis by Opensignal highlights a turning point in telecommunications: satellite broadband, long considered a last-resort option, is rapidly becoming a primary connectivity choice.
Its March 2026 report on the rise of Starlink shows that the service has moved beyond niche rural use into a serious competitor to traditional fixed broadband — something that carries significant implications for Australia’s digital future.
According to the report, Starlink has grown at extraordinary speed, surpassing 10 million users globally after doubling its customer base in 2025.
More importantly, the nature of its adoption is changing. It is no longer simply connecting those without alternatives; it is increasingly attracting users away from incumbent providers, including cable and fixed wireless networks.
Australia is prominently featured in this shift. Opensignal’s data indicates that one in five rural households that switched broadband providers in the past year chose Starlink. This is a striking statistic and speaks directly to long-standing structural issues in Australia’s telecommunications landscape — issues that have been central to earlier debates around the NBN Co and the effectiveness of its multi-technology mix.
For years, Australia’s broadband strategy has been framed around the primacy of fixed infrastructure, particularly fibre. While fibre remains technically superior in dense urban environments, the Opensignal report reinforces a critical economic reality: the cost of reaching dispersed populations remains prohibitive.
Starlink’s low Earth orbit (LEO) model bypasses this constraint entirely, delivering high-speed connectivity without the need for extensive ground infrastructure.
This has global resonance. In the United States, policymakers are already shifting away from fibre-first subsidy models toward “technology-neutral” approaches that allow satellite providers to compete for public funding. If this trend continues, Australia may face increasing pressure to reassess its own investment priorities, particularly in regional and remote areas where the return on infrastructure investment remains marginal.
However, the implications extend well beyond cost and coverage. Starlink’s rise is underpinned by the vertically integrated capabilities of SpaceX — combining launch systems, satellite manufacturing, and service delivery within a single corporate ecosystem. This level of integration introduces a new layer of strategic dependency, especially for countries like Australia that lack sovereign launch capability or a domestic LEO constellation.
This concern aligns with broader themes raised in earlier discussions on digital sovereignty and infrastructure control. Just as hyperscalers have come to dominate cloud and data ecosystems, satellite operators are now positioning themselves as gatekeepers of global connectivity. The Opensignal report explicitly frames this as a structural disruption of the traditional telecom model, with satellite providers “rewriting the rules” of broadband competition.
At the same time, the global picture remains uneven. While Starlink is aggressively reducing prices in developed markets to drive adoption, it maintains premium pricing in emerging economies where demand exceeds capacity.
This creates a two-tier system: affordable, competitive access in wealthier nations, and constrained, high-cost access elsewhere. Environmental factors, such as tropical weather and limited ground infrastructure, further affect service quality in these regions.
Australia again sits in an interesting position within this global context. It benefits from relatively strong infrastructure and regulatory frameworks, yet its geography mirrors many of the challenges faced by developing markets. This duality makes it both a beneficiary of satellite competition and a case study in how such technologies can reshape national infrastructure strategies.
The broader competitive landscape is also evolving rapidly. Amazon’s Project Kuiper (Amazon Leo) and European multi-orbit initiatives are entering the field, signalling the emergence of a new “space race” — one focused not on exploration, but on controlling the next layer of global digital infrastructure.
For Australia, the key question is no longer whether satellite broadband has a role to play. That question has effectively been answered by market adoption. The real issue is how it should be integrated into a coherent national strategy.
This includes reassessing the role of the NBN not as a standalone solution but as part of a hybrid ecosystem incorporating terrestrial, wireless, and orbital technologies.
It also raises deeper policy questions about resilience and sovereignty. If critical communications increasingly depend on foreign-owned satellite networks, what safeguards are needed to ensure national control and continuity?
Ultimately, the Opensignal report points to a fundamental shift: connectivity is no longer tied to the ground. The infrastructure that underpins modern economies is moving into orbit.
For Australia, a country defined by distance and geography, this presents both an opportunity and a strategic dilemma.
The challenge now is to move beyond legacy assumptions and develop a forward-looking policy framework — one that recognises that in the emerging telecom landscape, the sky is no longer the limit, but the infrastructure itself.
